What is the Youth Guarantee?

The Youth Guarantee is a European initiative which aims to help young people access the labour market. It is a plan that was adopted in the European Union in April 2013 due to high youth unemployment in the vast majority of EU Member States.

This European initiative is based on two cases that achieved very positive results, Austria and Finland. In the Finnish case, youth unemployment was reduced, achieving an employment rate of 83.5 % from jobs, internships, professional training posts and complementary education places in the three months after people applied.

European countries, through the European Social Fund (ESF), which has around 86 billion euros for the 2014-2020 period, should be able to offer young people, under the age of 25, employment opportunities. This must occur within four months after they finish their studies or lose their jobs, whether through a learning period, internships or on-going training.

In Spain, this initiative is part of the Youth Entrepreneurship strategy adopted in February 2013 by the Ministry of Employment and Social Security.
