Las probabilidades de empleo se concentrar\u00e1n en los j\u00f3venes m\u00e1s cualificados -por su nivel formal de estudios y de competencias efectivamente adquiridas-, mientras que los niveles formativos m\u00e1s bajos quedar\u00e1n fuera del mercado de trabajo, acentu\u00e1ndose sobre esta base las desigualdades laborales observadas durante la crisis.<\/p>\n<p>Sin iniciativas p\u00fablicas y privadas mucho m\u00e1s potentes que las actuales para mejorar la empleabilidad de los j\u00f3venes escasamente cualificados, sus riesgos de exclusi\u00f3n laboral son elevados, seg\u00fan recoge el informe de la <strong>Fundaci\u00f3n BBVA y el Instituto Valenciano de Investigaciones Econ\u00f3micas (IVIE) &#8216;La formaci\u00f3n y el empleo de los j\u00f3venes espa\u00f1oles. Trayectoria reciente y escenarios futuros&#8217;.<\/strong> Elaborado por los investigadores del IVIE Lorenzo Serrano y \u00c1ngel Soler, el estudio analiza en profundidad los problemas laborales de los j\u00f3venes de 16 a 34 a\u00f1os durante las tres \u00faltimas crisis, el papel de la formaci\u00f3n en su resoluci\u00f3n y las perspectivas de empleo para la pr\u00f3xima d\u00e9cada.<\/p>\n<h4>Ventajas laborales de la formaci\u00f3n<\/h4>\n<p>Los j\u00f3venes con estudios postobligatorios (desde Bachillerato y Formaci\u00f3n Profesional hasta universitarios) tienen una probabilidad mayor de estar ocupados. Su ventaja frente a j\u00f3venes con estudios primarios o secundarios obligatorios es de 10,7 puntos porcentuales para los que cuentan con un ciclo formativo profesional de grado superior y de 12,9 puntos para los universitarios. Ahora bien, adem\u00e1s de los a\u00f1os de formaci\u00f3n <strong>importan mucho las competencias entendidas como destrezas y conocimientos efectivamente adquiridos<\/strong>: un buen aprovechamiento educativo aumenta la probabilidad de inserci\u00f3n laboral en otro 13%, tanto como poseer estudios superiores.<\/p>\n<p>La relevancia de la calidad de la formaci\u00f3n para la empleabilidad se acentuar\u00e1 durante la pr\u00f3xima d\u00e9cada, un periodo en el que las oportunidades de empleo se concentrar\u00e1n mucho en los m\u00e1s cualificados: apenas habr\u00e1 trabajo para quienes solo completen la educaci\u00f3n obligatoria (un 2,2%); en cambio, algo m\u00e1s de la mitad de las ofertas (58,4%) ser\u00e1n para quienes tengan educaci\u00f3n superior, universitaria o profesional.<\/p>\n<p>El aprovechamiento de las oportunidades laborales que se presentar\u00e1n a los j\u00f3venes en la pr\u00f3xima d\u00e9cada requiere un mayor esfuerzo en la formaci\u00f3n de estos y de sus familias, y un mejor funcionamiento de la ense\u00f1anza desde los niveles m\u00e1s b\u00e1sicos. <strong>Reducir el fracaso escolar y aumentar las competencias<\/strong> adquiridas son las v\u00edas para lograr que Espa\u00f1a abandone la cola de las comparaciones internacionales en este \u00e1mbito.<\/p>\n<h4>Relevancia de las competencias<\/h4>\n<p>Espa\u00f1a se diferencia de muchos <strong>pa\u00edses de la OCDE<\/strong> por tener porcentajes altos de j\u00f3venes en los niveles bajos de competencias y porcentajes bajos en los niveles de competencias elevados. Incluso entre los j\u00f3venes con estudios superiores escasea el nivel competencial m\u00e1s alto: solo alcanza un 5%, frente al 14,7% promedio de la OCDE. Estos pobres resultados educativos son preocupantes tras los esfuerzos realizados para facilitar el acceso a la educaci\u00f3n y que apenas dejan margen de mejora para aumentar la cantidad de a\u00f1os de estudio.<\/p>\n<p>El informe se\u00f1ala que deben reducirse las todav\u00eda elevadas tasas de abandono temprano de las ense\u00f1anzas, un objetivo al que pueden contribuir el impulso a los estudios de formaci\u00f3n profesional y la m\u00e1s pronta orientaci\u00f3n curricular de los alumnos. Pero los autores destacan que el mayor esfuerzo ha de hacerse en mejorar la calidad y los resultados del aprendizaje. Para explicar por qu\u00e9 las competencias efectivamente adquiridas por los j\u00f3venes de 16 a 24 a\u00f1os se sit\u00faan 16,2 puntos por debajo de la media de la OCDE, es clave prestar atenci\u00f3n a la calidad de la educaci\u00f3n.<\/p>\n<p>Seg\u00fan se\u00f1ala el informe de la Fundaci\u00f3n BBVA y el IVIE, el desajuste entre nivel educativo y competencias que padecen muchos j\u00f3venes espa\u00f1oles cuando abandonan el sistema educativo puede y debe intentar corregirse tambi\u00e9n mediante la formaci\u00f3n continua. Pero en este \u00e1mbito existen debilidades en la oferta existente y se requieren cambios decididos, en varias direcciones: de <strong>toma de conciencia de los j\u00f3venes y las familias,<\/strong> pues su esfuerzo es imprescindible para solucionar los problemas; tambi\u00e9n de las <strong>empresas<\/strong>, que han de ser m\u00e1s sensibles al problema y\u00a0 jugar un papel m\u00e1s activo; y del <strong>sector p\u00fablico<\/strong>, que ha de desarrollar pol\u00edticas ambiciosas para reducir la magnitud del problema del medio mill\u00f3n de j\u00f3venes de 18 a 24 a\u00f1os que buscan trabajo sin \u00e9xito pero que no reciben formaci\u00f3n para\u00a0 poder conseguirlo.<\/p>\n<p>La importancia de ofrecer formaci\u00f3n a los parados, sobre todo a los menos preparados, es uno de los aspectos m\u00e1s destacados por el estudio. El desempleo representa una p\u00e9rdida de oportunidades de adquirir capital humano en el puesto de trabajo y a trav\u00e9s de la experiencia laboral; adem\u00e1s, en el paro las competencias de los desocupados se van quedando obsoletas.
