<\/a>La VII reuni\u00f3n del Comit\u00e9 Sectorial de Juventud de la Uni\u00f3n de Ciudades Capitales Iberoamericanas (UCCI), celebrada del 22 al 24 de abril en C\u00e1diz, mostr\u00f3 su respaldo a \u00abla campa\u00f1a internacional impulsada por el Gobierno de Espa\u00f1a y la sociedad civil espa\u00f1ola para que la Asamblea General de las Naciones Unidas declare la D\u00e9cada del Empleo Juvenil desde el a\u00f1o 2016 al 2025\u00bb. Este fue el primero de los acuerdos alcanzados en el transcurso de tres jornadas en las que responsables de juventud de diecis\u00e9is ciudades iberoamericanas abordaron los principales problemas que aquejan a los j\u00f3venes y el papel que debe jugar la Administraci\u00f3n. El presidente del Comit\u00e9, el salvadore\u00f1o Diego Echegoyen Rivera, reclama leyes estatales que proporcione a los j\u00f3venes \u00abun andamiaje legal, institucional y social para desarrollarse plenamente. Sin j\u00f3venes independientes econ\u00f3micamente no hay futuro para la sociedad\u201d, recalca.<\/h4>\n– El Comit\u00e9 de Juventud de la UCCI ha mostrado su apoyo a la iniciativa Pegasus para la declaraci\u00f3n de una D\u00e9cada del Empleo Juvenil. \u00bfQu\u00e9 es lo que le ha seducido de la propuesta de Novia Salcedo?<\/strong>
\nCreo que la juventud atraviesa por importantes avances, es la generaci\u00f3n m\u00e1s formada y m\u00e1s informada de la historia, pero a nivel global el acceso al empleo es uno de los principales problemas a combatir. Por supuesto que hay retos en materia de educaci\u00f3n, pero nunca tuvimos una generaci\u00f3n con m\u00e1s acceso a la formaci\u00f3n y a la informaci\u00f3n. La crisis global que apenas estamos recuper\u00e1ndonos ha dejado claro que se requiere mejorar las condiciones de trabajo \u2013Empleo y emprendimiento- de los j\u00f3venes, son un sector importante de la sociedad global y para la econom\u00eda, por supuesto.
\nComo presidente del VII Comit\u00e9 Sectorial de Juventud de la Uni\u00f3n de Ciudades Capitales Iberoamericanas, present\u00e9 una propuesta para que incluy\u00e9ramos en la declaraci\u00f3n final de C\u00e1diz un apartado de apoyo de los responsables de juventud de las grandes capitales de la regi\u00f3n a esta noble iniciativa que lleva a cabo la Fundaci\u00f3n Novia Salcedo. Lo seductor de esta propuesta radica en su contribuci\u00f3n para resolver un tema estructural y de gran sensibilidad: 75 millones de j\u00f3venes no cuentan con un empleo.
\nHace unos d\u00edas le comentaba a Rub\u00e9n Urosa, director del Instituto de la Juventud, que Espa\u00f1a se volvi\u00f3 un problema en el sur de Europa durante la crisis, pero que hoy es un ejemplo a seguir sobre la generaci\u00f3n de Empleo para los j\u00f3venes. Y en general los n\u00fameros son alentadores, es por ello que se vuelve leg\u00edtima la propuesta del Gobierno Espa\u00f1ol y de la Sociedad Civil Espa\u00f1ola, liderada por la Fundaci\u00f3n Novia Salcedo, para que contemos con una D\u00e9cada que reconozca la dram\u00e1tica situaci\u00f3n de los j\u00f3venes y la necesaria atenci\u00f3n de los gobiernos.<\/p>\n– \u00bfDe qu\u00e9 forma tienen previsto colaborar con esta iniciativa?<\/strong>
\nCreo que el primer paso es proponer que la Asamblea General de Naciones Unidas apruebe denominar la D\u00e9cada del Empleo Juvenil; pero una vez suceda esto se volver\u00e1 necesario trabajar en un plan de acci\u00f3n que involucre a los j\u00f3venes desde el entorno local \u2013donde el ciudadano tiene la proximidad en primer plano con la pol\u00edtica p\u00fablica-, hacia el entorno global, en donde tienen cabida iniciativas de gran calado, como en este caso.
\nLas ciudades, y en especial las grandes ciudades de Iberoam\u00e9rica, colaboraremos en ese Plan de Acci\u00f3n, adem\u00e1s de promover desde ya que los gobiernos nacionales retomen el empleo juvenil como una necesidad impostergable.
\nDurante la reuni\u00f3n del VII Comit\u00e9 de Juventud, muchas autoridades de juventud de los 22 pa\u00edses iberoamericanos expusieron lo que ya est\u00e1n haciendo en sus ciudades, como las ferias de empleo, las oportunidades de formaci\u00f3n y el acceso a las TICS para que los j\u00f3venes se informen y participen activamente resolviendo sus problemas. Ya estamos aportando, pero estaremos atentos a seguir realizando acciones de respaldo a la iniciativa Pegasus hasta lograr el objetivo de m\u00e1s y mejor empleo para la juventud.<\/p>\n– \u00bfEn qu\u00e9 medida piensa que la D\u00e9cada puede ayudar a solucionar un problema que afecta a tantos millones de j\u00f3venes en el mundo?<\/strong>
\nEl empleo para los j\u00f3venes es como la atenci\u00f3n temprana a los ni\u00f1os, reduce muchos \u00edndices negativos en el futuro. Contar con la D\u00e9cada del Empleo Juvenil posibilitar\u00e1 recursos, apoyos y acciones que pondr\u00e1n prioridad a m\u00e1s y mejores empleos para la juventud. Reducir\u00e1 el escenario tendencial actual: una serie de consecuencias sociales y econ\u00f3micas de car\u00e1cter global. Si 75 millones de j\u00f3venes no consiguen empleo, debemos prepararnos para una generaci\u00f3n perdida. Los j\u00f3venes deben autorrealizarse con la dignidad que solo un empleo provee, deben emanciparse y participar de la vida econ\u00f3mica de los pa\u00edses. Sin j\u00f3venes independientes econ\u00f3micamente no hay futuro para la sociedad.
\nEsperamos que un plan de acci\u00f3n como este incluya sendos componentes para el acceso al empleo, pero tambi\u00e9n a la formaci\u00f3n y a la construcci\u00f3n de oportunidades de autoempleo para los j\u00f3venes emprendedores. Como dijo Su Majestad Felipe VI, \u201ctrabajar por una formaci\u00f3n mejor de nuestros j\u00f3venes, y por su inserci\u00f3n laboral m\u00e1s \u00e1gil y eficiente, son objetivos capitales de toda sociedad que aspira a progresar\u201d.
\nImagine usted un pa\u00eds donde el 60% de la poblaci\u00f3n es joven, donde la juventud representa el 45,8% del total de la poblaci\u00f3n en edad de trabajar. Esas son cifras de mi pa\u00eds, El Salvador. \u00bfQu\u00e9 suceder\u00eda si estos j\u00f3venes no trabajan y no pagan impuestos y no cotizan un plan de retir? \u00bfQui\u00e9n va a pagar las pensiones de los que ahora trabajan y que en unas d\u00e9cadas deber\u00e1n obtener un retiro digno? Si la juventud no trabaja, el futuro es insostenible.<\/p>\n– \u00bfLas pol\u00edticas de juventud deber\u00edan ocupar un lugar m\u00e1s destacado en las agendas de los gobiernos?<\/strong>
\nSin temor a ser pasional, porque el tema de juventud es algo que llevo en la sangre, creo que las pol\u00edticas de juventud deber\u00edan ser transversales y tener un enfoque claro de derechos. Los j\u00f3venes son protagonistas de su presente y de su futuro y est\u00e1n llamados a ejercer su rol como actores de cambio. Pero est\u00e1 claro que es necesaria una ley que asegure un marco de protecci\u00f3n y debe posibilitar que los j\u00f3venes cuenten con el andamiaje legal, institucional y social para desarrollarse plenamente.

<\/a>La VII reuni\u00f3n del Comit\u00e9 Sectorial de Juventud de la Uni\u00f3n de Ciudades Capitales Iberoamericanas (UCCI), celebrada del 22 al 24 de abril en C\u00e1diz, mostr\u00f3 su respaldo a \u00abla campa\u00f1a internacional impulsada por el Gobierno de Espa\u00f1a y la sociedad civil espa\u00f1ola para que la Asamblea General de las Naciones Unidas declare la D\u00e9cada del Empleo Juvenil desde el a\u00f1o 2016 al 2025\u00bb. Este fue el primero de los acuerdos alcanzados en el transcurso de tres jornadas en las que responsables de juventud de diecis\u00e9is ciudades iberoamericanas abordaron los principales problemas que aquejan a los j\u00f3venes y el papel que debe jugar la Administraci\u00f3n. El presidente del Comit\u00e9, el salvadore\u00f1o Diego Echegoyen Rivera, reclama leyes estatales que proporcione a los j\u00f3venes \u00abun andamiaje legal, institucional y social para desarrollarse plenamente. Sin j\u00f3venes independientes econ\u00f3micamente no hay futuro para la sociedad\u201d, recalca.<\/h4>\n
