Para combatir este fen\u00f3meno se aprob\u00f3 la <strong>ley N\u00b0 19.133<\/strong>, una legislaci\u00f3n sobre empleo juvenil. El pasado a\u00f1o ya publicamos una entrevista con Mat\u00edas Rodr\u00edguez, exdirector del Instituto Nacional de Juventud Uruguayo (INJU), en la que nos relataba algunas ventajas de la citada ley. Seg\u00fan sus palabras: \u00abmejorar las oportunidades de trabajo decente para los j\u00f3venes, a trav\u00e9s de diversos incentivos a empresas que los contraten. Esta norma permite, entre otros aspectos, que los j\u00f3venes contratados que sigan estudiando puedan tener d\u00edas libres en el trabajo para compatibilizar su formaci\u00f3n, y cuotas garantizadas para minor\u00edas como afro-descendientes, discapacitados y transexuales\u00bb. Actualmente, el cargo de director del INJU lo ostenta<strong> Santiago Soto<\/strong>.<\/p>\n<p>Si bien los j\u00f3venes uruguayos se han visto respaldados por esta nueva ordenanza, todav\u00eda <strong>quedan ciertos aspectos por pulir<\/strong>. Por otra parte, no hemos de quitarle m\u00e9rito alguno a Uruguay, que se ha colocado a la vanguardia en lo que a leyes de empleo juvenil se refiere, por ejemplo, al amparo de colectivos minoritarios. El objetivo es maximizar el alcance y aplicaci\u00f3n para mejorar la calidad de vida de los j\u00f3venes. En este sentido, la legislaci\u00f3n del pa\u00eds sudamericano se puede considerar pionera en la defensa de los colectivos desfavorecidos.<\/p>\n<p>Seg\u00fan la periodista <strong>Luc\u00eda Etchegoyen<\/strong>, existen <strong>4 modalidades de contrato:<\/strong> la primera experiencia laboral en el \u00e1mbito privado y p\u00fablico, las pr\u00e1cticas laborales para egresados, las pr\u00e1cticas formativas en empresas y el trabajo protegido y promovido. El director nacional de Empleo, perteneciente al Ministerio de Trabajo y Seguridad Social Eduardo Pereyra, apunt\u00f3 que existen <strong>40.000 j\u00f3venes entre 15 y 29 a\u00f1os buscando su primera experiencia laboral<\/strong>. No obstante, desde la C\u00e1mara Nacional de Comercio y Servicios (CNCS) inquieta el hecho de que esta legislaci\u00f3n no ataje la ra\u00edz del problema: la necesidad de contar con un estudio t\u00e9cnico por parte de los j\u00f3venes. Diego Yarza, perteneciente al departamento legal de la CNCS, afirm\u00f3 en una reciente entrevista para el rotativo<strong> \u2018El Observador\u2019<\/strong>: \u00abVan a estar ocupando seguramente cargos de baja remuneraci\u00f3n, y van a incluirlos en actividades donde no se precisan j\u00f3venes para hacer tareas simples, que no requieren mucha t\u00e9cnica. No es atractivo para las empresas ni para el pa\u00eds\u00bb.<\/p>\n<p><a href=\"https:\/\/i0.wp.com\/www.youthemploymentdecade.org\/wp-content\/uploads\/2015\/06\/Uruguay-ley-empleo.jpg\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-2876 size-full\" style=\"margin: 10px;\" src=\"https:\/\/i0.wp.com\/www.youthemploymentdecade.org\/wp-content\/uploads\/2015\/06\/Uruguay-ley-empleo.jpg?resize=830%2C326\" alt=\"Ley de Empleo Uruguay\" width=\"830\" height=\"326\" srcset=\"https:\/\/i0.wp.com\/www.youthemploymentdecade.org\/wp-content\/uploads\/2015\/06\/Uruguay-ley-empleo.jpg?w=830 830w, https:\/\/i0.wp.com\/www.youthemploymentdecade.org\/wp-content\/uploads\/2015\/06\/Uruguay-ley-empleo.jpg?resize=300%2C118 300w\" sizes=\"auto, (max-width: 830px) 100vw, 830px\" \/><\/a>Asimismo, desde algunas consultoras especializadas en recursos humanos en Uruguay apuntan que se enfrentan a una tendencia dif\u00edcil de cambiar: la insistencia por parte de las <strong>empresas a demandar personas con experiencia<\/strong>. Este <strong>c\u00edrculo vicioso<\/strong> deja a los j\u00f3venes fuera del mercado laboral, si no se ofrece una primera oportunidad laboral es t\u00e9cnicamente imposible promover el empleo juvenil. Adem\u00e1s, cuanto m\u00e1s tiempo pasa un joven en desempleo m\u00e1s dif\u00edcil le resulta incorporarse al mismo. Por otro lado, In\u00e9s Arrospide, gerente general de Manpower, incide en <strong>un aspecto para comprender el contexto de esta ley de empleo juvenil<\/strong>: \u00abLos j\u00f3venes se caracterizan por buscar un trabajo que realmente valoren y disfruten, la atracci\u00f3n por la flexibilidad, y ser m\u00e1s leales a las personas que a las compa\u00f1\u00edas. En general, entienden que una compa\u00f1\u00eda no es un lugar para toda la vida y valoran la capacitaci\u00f3n, el clima laboral y las posibilidades de desarrollo. Complementariamente se adaptan r\u00e1pidamente a la tecnolog\u00eda, integran est\u00edmulos, est\u00e1n acostumbrados a la velocidad de internet y esto lo llevan a todos los procesos\u00bb.<\/p>\n<p>Por \u00faltimo, en l\u00edneas generales es una ley beneficiosa para la juventud uruguaya, la verdadera clave radica en aplicarla de manera efectiva para que pueda <strong>alcanzar al mayor n\u00famero<\/strong> de j\u00f3venes posibles y <strong>evitar el mayor n\u00famero de tr\u00e1mites burocr\u00e1ticos<\/strong> posibles.
