Todos sabemos que si los j\u00f3venes se quedan atr\u00e1s ninguna sociedad puede alcanzar su m\u00e1ximo potencial. Por desgracia, esta afirmaci\u00f3n no siempre se toma en cuenta por los gobiernos o las empresas privadas. Uganda tiene un enorme problema de paro juvenil y debe ser resuelto en los pr\u00f3ximos a\u00f1os. Tenemos que reaccionar a tiempo. Las datos no son transparentes: <strong>mientras la tasa oficial de desempleo juvenil es del 13% (OIT), la tasa extraoficial se acerca al 83% (Banco Africano de Desarrollo)<\/strong>.<\/p>\n<p>De acuerdo con un informe del Gobierno de Uganda, la econom\u00eda ha sido impulsada por generosa inversi\u00f3n extranjera directa, creci\u00f3 m\u00e1s r\u00e1pido que la tasa de crecimiento promedio en el \u00c1frica subsahariana, pero menos del 10% de sus j\u00f3venes encontraron trabajo en esta ineficiente econom\u00eda de nuevos empleos en el sector privado. Incluso entre las personas con empleo, los salarios est\u00e1n deprimidos. S\u00f3lo el 10% de los empleados del sector privado ganan m\u00e1s de 300.000 chelines ugandeses. En el sector p\u00fablico la reducci\u00f3n es a\u00fan mayor, seg\u00fan dicho informe. Otro documento oficial confirma que el desempleo es menor entre las personas sin educaci\u00f3n, que no rechazan los trabajos manuales. En las pr\u00f3ximas l\u00edneas, recogemos <strong>dos opiniones que demuestran que debe producirse un cambio dr\u00e1stico e inminente en las pol\u00edticas de empleo juvenil<\/strong>:<\/p>\n<p>Por un lado, Venansius Baryamureeba, fundadora de <strong>\u2018Uganda Technology and Management University\u00b4<\/strong> sostiene que \u00abm\u00e1s del 80% de los estudiantes de la universidad realizan grados en humanidades y ciencias sociales. Sin embargo, el n\u00famero de puestos de trabajo para estos titulados es limitado\u201d. En estos grados rara vez se informa sobre los constantes cambios en el mercado laboral, expone. Por otra parte, Rebecca Kukundakwe, quien dirigi\u00f3 el estudio Action Aid sobre el desempleo juvenil como coordinadora de proyectos de <strong>\u2018Action Aid International Uganda\u2019<\/strong>, advierte que \u00abs\u00f3lo facilitar a los j\u00f3venes un saco de dinero no funciona. Del 25 al 27 de septiembre se celebrar\u00e1 en la ciudad de Nueva York, en las Naciones Unidas, una cumbre para discutir e impulsar los 17 objetivos.<\/p>\n<p><strong>Emprender, toda una odisea<\/strong><\/p>\n<p>En relaci\u00f3n con un art\u00edculo publicado por <strong>\u2018All Africa\u2019<\/strong>, m\u00e1s de 80 a 90% de los nuevos negocios que se ponen en marcha cada a\u00f1o en todo el mundo fracasan en los primeros cinco a\u00f1os de operaci\u00f3n. Necesitamos m\u00e1s educaci\u00f3n empresarial que prepare a los estudiantes con el conocimiento adicional, atributos y capacidades necesarias para aplicar estas habilidades en el contexto de la creaci\u00f3n de una nueva empresa. <strong>Los j\u00f3venes de Uganda y el resto de \u00c1frica tienen ideas emprendedoras, pero lo que les falta es enriquecimiento y seguimiento de esos proyectos<\/strong>. Por triste que pueda parecer, es dif\u00edcil encontrar a una persona que est\u00e9 dispuesta a escuchar a los j\u00f3venes y ofrecer asesoramiento.
