Esta estimaci\u00f3n aparece recogida en el informe &#8216;Juventud Necesaria&#8217;, presentado por el CJE y por el <strong>Consejo de la Juventud de Euskadi (EGK)<\/strong>.<\/p>\n<p>En la actualidad, la juventud vasca registra una de las tasas de emancipaci\u00f3n m\u00e1s bajas de Europa: s\u00f3lo dos de cada diez j\u00f3venes est\u00e1n emancipados de casa de sus padres. <strong>El desempleo afecta al 45 por ciento de las personas de este colectivo<\/strong>. Seg\u00fan estimaciones basadas en datos del Instituto de la Juventud de Espa\u00f1a (INJUVE), <strong>entre 2009 y 2013, m\u00e1s de 9.600 personas j\u00f3venes emigraron del Pa\u00eds Vasco<\/strong>. El informe cifra en 4.410 millones de euros las p\u00e9rdidas que, en los pr\u00f3ximos diez a\u00f1os, supondr\u00eda que contin\u00fae el mismo ritmo de emigraci\u00f3n por parte de miles de j\u00f3venes. Dicha cantidad resulta de sumar el gasto que ha invertido el Gobierno auton\u00f3mico en la educaci\u00f3n de estas personas, as\u00ed como la falta de recaudaci\u00f3n impositiva al no trabajar en el territorio.<\/p>\n<h4>Pensiones y fecundidad<\/h4>\n<p>Los autores se plantean cu\u00e1l ser\u00eda la situaci\u00f3n si el sistema de pensiones fuera de competencia auton\u00f3mica. La conclusi\u00f3n es que la carga econ\u00f3mica de las pensiones sobre los salarios vascos \u00abllegar\u00eda a ser insostenible en el futuro\u00bb, mientras que si se adoptaran medidas que mejoren la situaci\u00f3n de la juventud, \u00abse ayudar\u00eda a reducir esta carga\u00bb.<\/p>\n<p>Si la situaci\u00f3n de la juventud, con altos \u00edndices de desempleo, emigraci\u00f3n y emancipaci\u00f3n, contin\u00faa igual, la fecundidad \u00abcaer\u00e1 considerablemente\u00bb, en opini\u00f3n de los autores del trabajo. Esto agravar\u00eda la ya de por s\u00ed \u00abacusada\u00bb tasa de envejecimiento de la poblaci\u00f3n. En 2014, el porcentaje de j\u00f3venes entre 15 y 29 a\u00f1os descendi\u00f3 en diez puntos respecto a 1998, y se situ\u00f3 en el 13,4 por ciento del total de la poblaci\u00f3n vasca.<\/p>\n<p>No obstante, el caso vasco es menos grave en comparaci\u00f3n con la pauta del conjunto del Estado espa\u00f1ol, ya que se combina a un porcentaje de j\u00f3venes superior con un menor \u00edndice de envejecimiento.
