\u00c1frica es entre los cinco continentes, el m\u00e1s joven. En 2006 el 44% de la poblaci\u00f3n del \u00c1frica subsahariana era menor de 15 a\u00f1os. En comparaci\u00f3n, As\u00eda y Am\u00e9rica Latina y el Caribe un 30% aproximadamente y, en el otro extremo, el Viejo Continente con un 16%. Unos datos que hacen presagiar que \u00c1frica tiene un porvenir muy importante. Pero este futuro se puede truncar si los dirigentes gubernamentales de los pa\u00edses africanos no empiezan a apreciar el tesoro que tienen entre sus manos.<\/p>\n

Son estos j\u00f3venes los que pueden guiar al continente hac\u00eda una etapa de prosperidad nunca antes vista en la regi\u00f3n. Pero hay dos factores que pueden incidir en que esta generaci\u00f3n, sea la que marque el antes y el despu\u00e9s. En primer lugar la introducci\u00f3n de esta fuerza laboral al mercado de trabajo y, en segundo t\u00e9rmino la calidad de las instituciones.<\/p>\n

Quiz\u00e1s, el tema m\u00e1s preocupante sea el del trabajo, ya que seg\u00fan los expertos, hay 200 millones de j\u00f3venes en la brecha de la juventud (15-24 a\u00f1os). Todo indica que esa cifra se doblar\u00e1 en 2045 seg\u00fan el informe de 2012 del African Economic Outlook<\/em><\/strong><\/a>.<\/p>\n

El desempleo juvenil, factor de riesgo<\/strong><\/p>\n

En primer lugar, antes de analizar el desempleo entre los j\u00f3venes como factor desestabilizador en los pa\u00edses africanos es preciso realizar un par de apuntes. Uno de ellos ser\u00eda sin duda, destacar que no se puede generalizar \u00c1frica como un todo. No es lo mismo Sud\u00e1frica que Nigeria o Senegal como m\u00e1s tarde lo veremos. Por otro lado, la relaci\u00f3n demograf\u00eda y desempleo no deben estar unidas, sino que, en ocasiones, son los problemas estructurales de cada pa\u00eds los que motivan que existan muchos j\u00f3venes en situaci\u00f3n de desempleo. En ese sentido, la educaci\u00f3n juega un papel esencial pues si la generaci\u00f3n actual tiene m\u00e1s nivel educativo que sus padres, \u00e9sta sigue siendo deficiente y las habilidades que adquieren los j\u00f3venes no son suficientes para entrar en el mercado laboral.<\/p>\n

El promedio de desempleo juvenil en 2012 y 2013 en \u00c1frica era un 12% seg\u00fan la International Labour Organisation. Y ahora vienen las particularidades. El caso de Sud\u00e1frica<\/strong> es el m\u00e1s significativo. Tienen casi un 50% de desempleo juvenil y eso, a pesar de que sean una de las econom\u00edas m\u00e1s importantes de la regi\u00f3n. El sector de la miner\u00eda es el m\u00e1s empleado con cerca de 400 mil personas trabajando de manera directo y con muchos m\u00e1s indirectamente. Sin embargo, una serie de reducciones de personal han provocado la p\u00e9rdida de miles de puestos de trabajo. Mientras tanto, el sector agr\u00edcola, que emplea a millones de personas, no es subsidiado por el gobierno y est\u00e1 luchando para cumplir con las expectativas salariales.<\/p>\n

En Nigeria<\/strong> por ejemplo, aunque el 13% de paro juvenil \u00a0no est\u00e1 muy por encima del promedio de la regi\u00f3n, debido al gran tama\u00f1o de su poblaci\u00f3n (unos 170 millones), el n\u00famero real de j\u00f3venes desempleados es alto. Por otro lado, la peque\u00f1a Rwanda<\/strong> tiene una de las tasas m\u00e1s bajas de desempleo juvenil a nivel mundial, de acuerdo con estad\u00edsticas del Banco Mundial.<\/p>\n

Algunos pa\u00edses est\u00e1n introduciendo iniciativas para ayudar a resolver algunos de los problemas resultantes de la brecha de habilidades. En Senegal<\/strong>, a trav\u00e9s de la Agence d’Ex\u00e9cution des Travaux d’Int\u00e9ret P\u00fablica<\/em><\/a>, j\u00f3venes desempleados reciben formaci\u00f3n a trav\u00e9s del trabajo temporal en la infraestructura p\u00fablica antes de conseguir puestos de trabajo permanentes. Del mismo modo, en Burkina Faso<\/strong>, a trav\u00e9s de un sistema de aprendizaje modernizado, los estudiantes combinan trabajo y estudios como aprendices para adquirir habilidades espec\u00edficas de la industria.<\/p>\n

En Tanzania<\/strong>, por ejemplo, debido al peque\u00f1o tama\u00f1o del sector formal del pa\u00eds, hay una mayor tasa de desempleo entre las personas que han recibido educaci\u00f3n secundaria que entre las personas con menor nivel educativo. En 2050, la poblaci\u00f3n de Tanzania se espera que alcance 138 millones, por lo que es el pa\u00eds m\u00e1s poblado de 13 en el mundo. Actualmente, la mitad de la poblaci\u00f3n de Tanzania es menor de 15 a\u00f1os de edad. Esto presenta un desaf\u00edo estructural que necesitar\u00e1 del sector formal expandi\u00e9ndose a un ritmo mucho m\u00e1s r\u00e1pido para dar cabida a la creciente demanda de puestos de trabajo.<\/p>\n

En definitiva, la relaci\u00f3n entre la poblaci\u00f3n y el desempleo de los j\u00f3venes es compleja. A medida que las poblaciones se expanden, es necesario hacer un esfuerzo concertado para evitar los factores desestabilizadores que resultan de la exclusi\u00f3n de los j\u00f3venes y la falta de un crecimiento equitativo. Para ello, los pa\u00edses africanos tienen que abordar las cuestiones sist\u00e9micas detr\u00e1s del problema a trav\u00e9s de pol\u00edticas econ\u00f3micas transformadoras y el gasto del sector social.<\/p>\n
