El Tribunal de Cuentas europeo ha denunciado este martes<\/a> que el programa de Garant\u00eda Juvenil<\/a> de la Uni\u00f3n Europea, cuyo objetivo es ayudar a j\u00f3venes sin empleo, estudios ni formaci\u00f3n, ha tenido progresos \u00ablimitados\u00bb y que sus resultados est\u00e1n \u00abpor debajo de las expectativas iniciales\u00bb.<\/p>\n

Los auditores europeos visitaron Espa\u00f1a, Irlanda, Francia, Croacia, Italia, Portugal y Eslovaquia para elaborar su informe<\/a> sobre los progresos de esta iniciativa, a trav\u00e9s de la cual los Estados miembros deben asegurarse de que todos los j\u00f3venes reciben una buena oferta de empleo, educaci\u00f3n continuar, formaci\u00f3n de aprendizaje o pr\u00e1cticas en un plazo de cuatro meses despu\u00e9s de finalizar sus estudios o quedarse en paro.<\/p>\n

El Tribunal de Cuentas concluye en el estudio que estos siete pa\u00edses han progresado en la aplicaci\u00f3n de la Garant\u00eda Juvenil y se han logrado algunos resultados, pero ninguno de ellos ha podido garantizar que todos los j\u00f3venes sin trabajo, estudios ni formaci\u00f3n tengan la oportunidad de aceptar una oferta en el plazo de cuatro meses.<\/p>\n

La miembro del Tribunal de Cuentas europeo responsable del informe, Iliana Ivanova<\/a>, ha recordado que en 2016 m\u00e1s de 4 millones de menores de 25 a\u00f1os estaban en situaci\u00f3n de desempleo en la UE y ha enfatizado que \u00ablos responsables de la elaboraci\u00f3n de pol\u00edticas deben asegurarse de que los programas creados para ayudar a los j\u00f3venes no generan expectativas imposibles\u00bb.<\/p>\n

En el caso de la Garant\u00eda Juvenil, los auditores europeos han constatado una falta de estrategias con \u00abresultados intermedios y objetivos claros\u00bb para llegar a todos los j\u00f3venes que necesitan trabajo, estudios y formaci\u00f3n. Adem\u00e1s, el informe critica que los pa\u00edses no evaluaron el coste total ni los fondos disponibles, as\u00ed como que la mala calidad de los datos dificult\u00f3 la evaluaci\u00f3n de los resultados.<\/p>\n

Con respecto a la Iniciativa de Empleo Juvenil, el Tribunal de Cuentas europeo se\u00f1ala que las evaluaciones realizadas para determinar la poblaci\u00f3n objetivo fueron \u00abinsuficientes\u00bb y que exist\u00eda el \u00abriesgo\u00bb de que la financiaci\u00f3n comunitaria sustituyera a la nacional \u00aben vez de suponer un valor a\u00f1adido\u00bb.<\/p>\n

Del mismo modo, el informe apunta que la mala calidad de los datos \u00abdificult\u00f3 la medici\u00f3n de los resultados obtenidos\u00bb, que en cualquier caso \u00abse encontraban por debajo de las expectativas\u00bb. La Iniciativa de Empleo Juvenil cuanta con un presupuesto de 6.400 millones para aumentar las ayudas a disposici\u00f3n de regiones y personas m\u00e1s afectadas.<\/p>\n

En consecuencia, el Tribunal de Cuentas europeo esboza una serie de recomendaciones<\/a> para los Estados miembros y la Comisi\u00f3n Europea, como gestionar las expectativas mediante objetivos y metas realistas, efectuar evaluaciones de las divergencias y an\u00e1lisis de mercado antes de implantar los sistemas y mejorar los sistemas de supervisi\u00f3n y notificaci\u00f3n.<\/p>\n

Entre las recomendaciones espec\u00edficas para los pa\u00edses del bloque est\u00e1n las de facilitar un panorama completo de los costes derivados de la aplicaci\u00f3n de la Garant\u00eda Juvenil y adaptar los programas a la financiaci\u00f3n disponible, adem\u00e1s de garantizar que las ofertas de empleo, estudios y formaci\u00f3n se ajustan al perfil de los participantes y a las necesidades del mercado laboral.<\/p>\n
