En el mundo hay aproximadamente 1.200 millones de j\u00f3venes entre los 15 y 24 a\u00f1os. De ellos 1.000 millones viven en pa\u00edses en desarrollo y casi la mitad de estos viven en el medio rural. De acuerdo al informo \u2018Crear oportunidades para los j\u00f3venes del medio rural\u2019<\/strong><\/a> del Fondo Internacional de Desarrollo Agr\u00edcola<\/a> (FIDA).<\/p>\n

Seg\u00fan este informe, este colectivo en aumento puede producir una notable reducci\u00f3n de la pobreza, generar empleo, la seguridad alimentaria y nutricional. Con su trabajo en las zonas rurales de sus pa\u00edses podr\u00eda germinarse una nueva generaci\u00f3n de empresarios a trav\u00e9s de una pol\u00edtica que motive su desarrollo potencial.<\/p>\n

En \u00c1frica Subsahariana, la suma de una tasa de natalidad alta y una situaci\u00f3n de pobreza generalizada equivale a un elevado y creciente n\u00famero de j\u00f3venes que se encuentran en situaci\u00f3n de pobreza y se concentran en zonas rurales con escasas posibilidades de empleo. Este hecho supone un problema especial. Entonces, \u00bfcu\u00e1l es la mejor manera para estos pa\u00edses, entre otros, de invertir en el futuro de sus j\u00f3venes? El informe apunta que los j\u00f3venes necesitan acceder a una financiaci\u00f3n que les permitir\u00eda invertir en actividades agr\u00edcolas como la compra de parcelas para satisfacer la demanda de productos frescos.<\/p>\n

Aunque el camino es largo, la poblaci\u00f3n juvenil del medio rural apuesta por peque\u00f1os cambios que los transformen en personas productivas y conectadas, capaces de responsabilizarse de su propio futuro. En comparaci\u00f3n con los adultos y los j\u00f3venes de las zonas urbanas, los j\u00f3venes del medio rural no son tan due\u00f1os de sus propias vidas. Un programa eficaz de pol\u00edticas e inversiones en favor de los j\u00f3venes del medio rural debe abordar los tres factores relativos a la productividad, la conectividad y la capacidad de acci\u00f3n, que se refuerzan mutuamente, y adem\u00e1s, debe identificar las dificultades espec\u00edficas que afrontan los j\u00f3venes para, a continuaci\u00f3n, elaborar pol\u00edticas y programas que les ayuden.<\/p>\n

– Productividad:<\/strong> Los Gobiernos deben velar por que las estructuras y actitudes sociales ayuden a los j\u00f3venes del medio rural a avanzar en lugar de refrenarlos. Esto reviste especial importancia cuando se trata de mujeres j\u00f3venes del medio rural, quienes suelen quedar rezagadas. Asimismo, indica el informe, que los Gobiernos deben armonizar todas las partes del sistema educativo. De este modo se garantizar\u00e1 que los j\u00f3venes adquieran los conocimientos y habilidades necesarios para convertirse en personas m\u00e1s productivas.<\/p>\n

– Capacidad:<\/strong> La capacidad de los j\u00f3venes para convertirse en personas productivas depende de varios factores. Por un lado, el lugar donde viven es de suma importancia: muchos factores sociales y econ\u00f3micos pueden facilitar o dificultar su evoluci\u00f3n. Por el otro, su productividad depende de sus habilidades cognitivas y no cognitivas.<\/p>\n

– Conectividad:<\/strong> Una mejor conectividad entre personas, mercados, servicios, ideas e informaci\u00f3n ofrece a los j\u00f3venes de las zonas rurales oportunidades para convertirse en personas m\u00e1s productivas. Cuando las zonas rurales disponen de mejores v\u00ednculos con los mercados gracias a la informaci\u00f3n y el transporte, aumentan las oportunidades de toda la poblaci\u00f3n, sobre todo de los j\u00f3venes del medio rural. Una mayor conectividad tambi\u00e9n les ofrece un medio para crear y fortalecer su capital social y humano, desarrollar aptitudes y estimular la confianza en s\u00ed mismos. Como resultado, su capacidad de acci\u00f3n mejora y su productividad aumenta.<\/p>\n
