The Government of Spain has decided, with a view to joining forces and through Agreement of Minister Council of 12th June 2015, to create and establish a Campaign Committee consisting of members of the General State Administration, International Organisations, other Spanish public administrations, civil society and social agents. More specifically, one vice-presidency will correspond to the Novia Salcedo Foundation, which is the civil institution that has promoted this initiative.

A Campaign Committee for the Declaration of the Youth Employment Decade is established. Its nature will be that of a working group under the provisions of section 3 of article 40 of Law 6/1997, of 14th April, on the Organisation and Functions of General State Administrations and will be dependent on the Ministry of Health, Social Services & Equality.

The purpose of the Committee will be to coordinate the efforts made by the Government of Spain and by civil society to bring the Declaration of the Youth Employment Decade by the United Nations General Assembly to fruition.

Functions:

The Committee for the Declaration of the Youth Employment Decade will have the following functions:

  1. To promote the Declaration of the Youth Employment Decade by the General Assembly of the United Nations.
  2. To coordinate activities performed by the members of the Committee at national and international levels to achieve the said Declaration.
  3. To propose and coordinate campaigns to disseminate and inform about the Declaration of the Youth Employment Decade.
  4. To promote the participation of civil society in the Declaration of the Youth Employment Decade.

The agreements made by the Committee will not have legal bearing on their parties.

Schedule of meetings.

The presidency of the Committee establishes the schedule of meetings and, in general, decides on issues required for the correct operation of the Committee.

The Committee can create support groups to perform specific activities based on the work being performed. These composition of these groups will be set out in the agreement by which they are established and they will be presided by the Director General of the Youth Institute or by a representative of the Ministry of Employment and Social Security with the rank of Director General.
